This link provides documentation from the EISCAT that it CAN produce spirals in the sky. There is more in the video but this piece of info (from 1996 no less) confirms part of its (HAARP/EISCAT) ability to produce this visual event.

In particular at 1:17 into the video, results from the experiment from 1996 are described. I would think that they have made many advances in their understandings and use of these instruments in the FOURTEEN years since this occurred.
