b. Inter-Regional and Regional Command Situation Rooms.



These represent the tool by which the respective Commands:


- organize and coordinate the operations of Commands under their jurisdiction;

- evaluate and inform the Operation Room of the General Command Headquarters regarding incidents considered to require intervention of Support Departments which can be activated by the Superior Command;

- decide on the quota of Support Department personnel available to assist commands under their jurisdiction.

c. Provincial and Company Command Operation Rooms




These represent a fundament tool in the activation, development and completion of the institutional activity of the Force and in the posts where Commanders gather information and give orders, either directly, or through personnel under their command.



The introduction of the centralized system in 1999 has greatly improved inter-communication between police force central operating offices resulting in a more speedy intervention response time. It has also made service generally more efficient in the area of crime prevention, by taking advantage of information available in the entire structure of the Force and implementing the coordination among Police Forces.
The systems consents an overall view of a detailed electronic map system identifying the position of Carabinieri and State Police vehicles in the territory as well as video-conferencing between the two Operation Rooms to provide a speedy police response and intervention of other organisations (Fire Brigade, Environmental Services, etc.) necessary for responding to emergencies.

This inter-communication between Operation and Situation Rooms also permits effective coordination, not only limited to emergency calls, but keeps each Force informed on a real time basis of the overall situation regarding events and resources involved therefore making prevention more effective.

Personnel in Operation and Situation Rooms guarantee speedy intervention in accordance with rules dictating the management of emergencies. One of these rules states that in the case of an emergency the responsibility falls on the Operational Centre which is able to give the quickest response according to radio communicated information regarding the status of available resources. Therefore, the patrol not involved in other priority duties and nearest to the scene responds. In any case, it is planned that information is exchanged completely and in real time, and when necessary, other contingency support, not necessarily from the Force which initially intervened, can be utilized. For example, in the case of a particularly serious incident.

Operation Rooms can be contacted on telephone number 112 which allows the pubic to request Carabinieri intervention in events under their jurisdiction and aid in dangerous situations as well as to provide information which may be helpful in a police investigation. Following the decision made by the Council of the European Union in 1991 to introduce 112 as the Community emergency number to facilitate movement between member countries, the Carabinieri set up a Call Centre to respond in the various Community languages. This service, available nationwide since 1995, provides Italy with the European 112 service as required by EU legislation.

Officers in permanent service with a normal...





 I. Officers



1. Officers in permanent service with a normal role:


These are recruited from young people with the correct qualifications who successfully pass a public entrance examination followed by:

- a two year course at the Modena Academy;

- a three year course at the Carabinieri Officers' Training College graduating with a Degree in Law and rank of Lieutenant.



2. Officers in permanent service with a special role:


These are selected by public examination and qualifications from:


- Officers with 2 years service or discharged who have not reached the age of 32 on 31st October of the year of the public examination;

- Warrant Officers deputizing as Public Security Officers, First and Second Class Warrant Officers with a High School Diploma, with an above average result in the previous 2 year service period, from 26 to 40 years of age as at the date of the public examination.




3. Officers in Permanent Service with a technical-logistic role:


These are recruited by public examinations and qualifications from Italian citizens, male or female, not more than 32 years of age as at the public examination date with a Degree compatible with the following specialist areas:



- Administration;

- Economics;

- Medicine - Pharmacy;

- Veterinary Surgery;

- Psychology;

- Communications;

- Engineering;

- Forensic Science.



The successful candidates are appointed to the rank of Lieutenant and then Captain at the end of the first year of the course.



4. Auxiliary Officers with a special or technical-logistic role:


These are recruited by public examination and qualifications from Italian citizens, male or female of not more than 32 years of age at the public examination date, with a High School Diploma for the rank of Auxiliary Lieutenant, of Special Role Lieutenant, or a degree in one of the specialized areas as required by the public examination for the rank of Technical-Logistic Auxiliary Lieutenant. The successful candidates are appointed officers at the end of the 16 week maximum training period.



Auxiliary Officers progression path is as follows:


- after 18 months request for a one year extension;

- participation, if under 34 years of age and depending on qualifications, in public examinations for the recruitment of Officers in Permanent Service, either in Special or Technical-Logistic roles.


A proportion, equal to 80% of the available posts, are set aside for the Auxiliary Officers in meritorious service in the Force in public examinations for the recruitment of Officers in Permanent Service in the Technical-Logistic role.

II. Warrant Officers




Term of service Warrant Officers and those in permanent service in the Carabinieri Force are recruited as follows:


a. A proportion, equal to 60% are recruited by public examination and attend a 2 year course for which the following may participate:

- Sergeants, Lance-corporals, Carabinieri, Cadets, Auxiliary Carabinieri and Auxiliary Cadets and Reserve Officers in possession of the necessary qualifications:

- Italian citizens between the ages of 18 and 26, or 28 if they have completed national service and 29 if female, with the following requisites:

. in possession of the right to vote and be elected to public office and with a High School Diploma which may have been attained in the same year as the public examination; single, widowed or married with over 26 years of age;

. with the necessary physical fitness requirements, not less than 1.65 metres in height (1.61 metres for women) and not discharged or considered as temporarily unfit for military service;

. not sentenced for premeditated crime or under judicial preventive measures;

. in possession of the moral and behavioural requirements in accordance with Art. 26 of Law no.53 of lst February 1989, and personal data;

. not discharged from the Armed Forces and associated organizations or dismissed from public entities;
. not accepted by the civil defence service (Law 8th July 1988, no.230);



b. For the remaining 40% available posts, Sergeants, Lance Corporals and Carabinieri are eligible to participate in an internal examination followed by a training period of not less than 6 months.

III. Brigadiers




These are recruited by internal examination followed by a training course of not less than 3 months duration:


- for 70% of the posts available by qualifications only, reserved for Lance Corporals;

- for 30% of the posts available, by public examinations and relevant qualifications, reserved for the ranks of Private First Class, Corporals, Carabinieri and Carabinieri in Permanent Service with at least 7 years of service.

IV. Carabinieri




1. The Carabinieri in service are recruited as follows:



- by public examination and relevant qualifications followed by a one year training course according to the decree D.Lgs. no.198/1995 (as announced in Gazzetta Ufficiale della Repubblica Italiana - 4^ Serie Speciale - no. 92, 19th November 1999);

- examinations reserved for Temporary Volunteers (VFB);

- ordinary - in accordance with Decree of the President of the Republic no. 332/1997 for those who will join the Force after serving 3 years in the Army and a subsequent training course;

- temporary - according to Article 21, Law 28th December 2001, no. 448 for those who have served in permanent service for 3 years in the Army with at least 2 years service as a Temporary Volunteer (VFB) having participated in the necessary training courses;

- admission in the 4 years period of service for the Auxiliary Carabinieri, at the end of national service after fulfilling fitness requirements and aptitude tests according to Decree D.Lgs no. 198/1995 and having successfully passed the required training course.

Sport is very important in the Carabinieri Force, ...





... not only because it is synonymous with military life, but also because it plays an important role in the fitness, culture and spirit of sacrifice associated with its members. Through the Carabinieri Sports Centre, the Force participates in national sporting competitions with top quality athletes. This carries out the dual function of increasing the prestige of the Institute as well as serving as an incentive to participate.

The young members of the youth section in particular have achieved a position of prominence in Italian sport and many have represented their nation in their field of expertise and been trained by Force Instructors. Testimony can be found in the Force's Sport Register.



The Carabinieri Sports Centre has 10 Sections spread around Italy, each of which specializes in a particular field:


Selva di Val Gardena (BZ) for winter sports;
 
Bologna for athletics;

Livorno for skydiving;

Rome for equitation, marksmanship, judo, karate, fencing and pentathlon;



Naples for swimming.



Sections situated in Rome are grouped into athletics sections, except for equitation which is attached to the Mounted Regiment Horse Riding Centre. The others are attached to their own Battalions and the Alpine Training Centre.

The Band was founded in 1820 when the Royal Carabinieri Corps...





... assembled a group of buglers for the first time. This was then transformed in 1862 into a fanfare and by 1920 had further developed into a full Band contingent of the Carabinieri Force.


Under the direction of Maestro Luigi Cajoli, the Band became famous for its quality of style and in 1916 it travelled abroad for the first time for a series of concerts for injured allied soldiers. It performed in Paris and was a great success and was highly acclaimed by the press. There later followed many other prestigious tours abroad in Europe, North and South America, the Middle East and Japan.

Maestro Luigi Cirenei, who was a pupil of Pietro Mascagni, succeeded Cajoli in 1925. He improved the artistic skills of the Band and composed "LA FEDELISSIMA" the march theme adopted by the Carabinieri Force.




The following were Directors of the Band:


Maestro Domenico Fantini (1947),

Maestro Vincenzo Borgia (1972) and

Maestro Massimo Martinelli (2001),
who is the present Director.


The Carabinieri Band, with 103 musicians, each one expert in a particular instrument, interpret the most famous compositions with a rich repertoire from traditional military marches to modern and classical music. A famous Italian journalist described it as:


" a Band composed of musicians who perform with the passion and devotion which is associated

with the Carabinieri Force".

Alongside the Carabinieri Band there are other musical groups attached to the following departments:




Mounted Regiment;

Cadet School in Rome;

Warrant Officers' School in Florence;

"Lombardia" Battalion in Milan;

"Campania" Battalion in Naples;

"Sicilia" Battalion in Palermo.

Loyalty to the institutions, morality and civil conscience...





... have always been identified with the image of the Carabinieri Force.



As an acknowledgement of values, devotion and generosity demonstrated in every circumstance by
the Carabinieri Force, since 1864 Parliament has conferred the Institution with the title of 'Benemerita':

 "The reason why everyone is interested in the ongoing improvement of the Carabinieri Force depends on the esteem of the public and on its distinguished and vital contribution resulting in a truly MERITORIUS Institution for the country".

(Parliamentary speech of 24th June, 1864).



In more than 188 years of institutional activity in war and peace by the Meritorious Force, 9,525 have been killed and 164,103 injured including Officers, Warrant Officers, Brigadiers, Lance Corporals and Carabinieri.

Episodes of individual bravery, proof of the consistent sense of duty which has always inspired their actions, constitutes the tradition of the Force. This intrinsic display of courage has resulted in many important achievements from the high seas to the highest mountain: Everest, where on 7th May 1973 an expedition lead by Captain Fabrizio Innamorati raised the Italian flag and left a lantern in pewter made in the same style as a two-pointed Carabinieri hat.

After those killed in the Risorgimento campaigns, the First and Second World Wars, in the Resistance and in the enduring fight against crime, Carabinieri were involved in a long series of acts of bravery in defence of the State and the public.


As a testimony to the many courageous acts the following were awarded:
