All the stuff that Bush and Obama have passed has been deemed un-Constitutional by the Judicial Branches of the states.

Volitzer, were you paying attention last summer when the Supreme Court affirmed Obamacare? See, this is how our system works: the Supreme Court has the last word and the states can't "deem" squat. And no other major Obama legislation has even been overturned at all.
