On the outset, it sure looks like an insurance scam.  Larry Silverstein signed the lease in July of 2001, insured them against terrorist attacks, then two months later, they were hit by terrorists.  And he collected eight billion for two months of a hundred year lease!

The World Trade Center was a New York landmark, no way they would have been allowed to tear it down and make way for something more profitable.
