As early as 2004, the Taguba Report investigating the abuses at the Abu Ghraib facility was a chilling precursor to the current Wikileaks revelations.

The report was done by Major General Antonio Taguba and pulls very few punches in assessing the mind set, lack of discipline and slovenly military decorum that were allowed to grow and fester, resulting in the contemptible and abominable actions of all those involved, from the flag officers to lowly privates.
