   On Sept. 22, 1862, President Abraham Lincoln issued the preliminary Emancipation Proclamation, declaring all slaves in rebel states should be free as of Jan. 1, 1863. (Go to article.)

On Sept. 22, 1902, John Houseman, the director, producer and actor of American stage, film and radio, was born. Following his death on Oct. 31, 1988, his obituary appeared in The Times. (Go to obit. | Other Birthdays)
