Report on Search for Human Radiation
Experiment Records 1944-1994 

In response to the October 3, 1995 Advisory Committee on Human Radiation Experiments (ACHRE) report to the President, the Report on Search for Human Radiation Experiment Records 1944 - 1994, was prepared by the Department of Defense Radiation Experiments Command Center (DoD RECC). This publication details the Department's search for records of possible human radiation experiments, studies or projects conducted from 1944 to 1994, based on available DoD documents.

Democratic government requires trust: people need to know and believe that the government is telling the truth. Without information about what the government is doing and why, citizens cannot exercise democratic control over government institutions.

During his first year in office, President Clinton became concerned about reports that the government had conducted unethical secret human radiation experiments during the Cold War. To address this issue, in January 1994, President Clinton established the Advisory Committee on Human Radiation Experiments (ACHRE), chaired by bioethicist Dr. Ruth Faden of Johns Hopkins University. The President also directed all Federal agencies to search for records related to human subjects radiation research and provide them to the Advisory Committee. The Committee's charge was to provide advice regarding scientific and ethical issues related to biomedical experiments that involved ionizing radiation and certain intentional releases of radiation. The President directed the Committee to focus on the period 1944 to 1974 (before regulations on human subject research were adopted by the Department of Health Education and Welfare). The Advisory Committee published an interim report in 1994, and a final report in October of 1995. Two years of work culminated with a final report containing 23 findings and 18 specific recommendations. After the Advisory Committee made its recommendations, Federal agencies sponsored a 2- day workshop for members of the public concerned about these issues. The workshop gave private citizens with an interest in human radiation experiments an opportunity to provide input into the government response to the recommenda-tions of the Advisory Committee. The Administration has considered the views of the stakeholders in responding to ACHRE's recommendations. The full transcript of this workshop is available on the Internet (www.ohre.doe.gov). This report presents the Administration's actions to respond to ACHRE's recommendations. The Administration has adopted most of the Committee's recommendations, has done more than the Committee recommended in a few instances, and has not accepted a few of the Committee's recommendations. This report explains these decisions.    During his first year in office, President Clinton became concerned about reports that the government had conducted unethical secret human radiation experiments during the Cold War.

This report is divided into three sections. Part 1: Openness in Government, describes steps the Administration has taken to make government records of human radiation experiments readily avail-able to the public. Part 2: Protecting Future Human Subjects, sets forth the Administration's actions to strengthen the protection of human subjects. Part 3: Righting Past Wrongs, summarizes the Administration's efforts to notify the public and individuals about past human radiation experiments and bring justice to those affected by the government's mistakes.

This report presents those actions that are completed or underway. The Administration will continue to take steps to open the government's records, raise ethical standards, and right the wrongs of the past.

The Advisory Committee on Human Radiation Experiments (ACHRE), was created by President Clinton on January 15, 1994 to investigate and report on the use of human beings as subjects of federally funded research using ionizing radiation. ACHRE constructed a gopher site to provide public electronic access to information about its activities. Created by Executive Order and subject to the Federal Advisory Committee Act (FACA), the Advisory Committee was obligated to provide public access to its activities, processes and papers. The Advisory Committee believed, however, that the nature of the subject it investigated and the human stories that comprise it placed on it a special responsibility to disseminate as broadly as possible the results of its investigations, the implications of that history for our own time, and its best judgment concerning the rights and responsibilities of those involved.

The National Security Archive obtained the data from the ACHRE gopher when the Advisory Committee was dissolved in October of 1995. The information acquired from the original internet site includes:

Description
This book describes, in fascinating detail, a variety of experiments sponsored by the U.S. government in which people were exposed to radiation without their knowledge. After reviewing hundreds of thousands of documents from the Atomic Energy Commission and other agencies, the Advisory Committee appointed by President Clinton in January 1994 found that nearly 4,000 human radiation experiments--most involving very low doses of radioactive tracers--were sponsored by the federal government between 1944-1974. This book documents these findings to provide a fascinating if not disturbing reminder of both the shocking standards for human experimentation and the practice of government secrecy in recent history.

Carried out at the height of the Cold War, experiments included feeding radioactive cereal to teenagers at a school for the mentally retarded, irradiating the testicles of prison inmates, injecting plutonium into hospital patients, and intentional releases of radiation into the environment. The book places these experiments within their historical context, and a review of the relevant government policies and ethics standards at the time is included. The analysis is then applied to contemporary research on human subjects. The book concludes with a discussion of the Committee's key findings and a set of recommendations for changes in institutional review boards, the interpretation of ethics rules and policies, the conduct of research involving military personnel, the oversight and accountability for ethical violations, compensation for research injuries, and balancing national securities interests with the rights of the public. This compelling volume will prove to be a landmark in the development of standards for human experimentation. Ethicists, public health professionals and those interested in the history of medicine and Cold War history will be intrigued by the findings in this volume.

On January 15, 1994, President Clinton appointed the Advisory Committee on Human Radiation Experiments to investigate reports of possibly unethical experiments funded by the government decades ago. The members of the Advisory Committee included fourteen private citizens from around the country: a representative of the general public, and thirteen experts in bioethics, radiation oncology and biology, nuclear medicine, epidemiology and biostatistics, public health, history of science and medicine, and law.
The Advisory Committee submitted its final report to the President in late 1995, and this book contains the entire text of the report. It also includes the full text of the President's remarks in acceptance of the report and a complete index.

Though lots of unrelated stuff appears here, watch for some major postings on the mind-control conspiracy.
Some great authoring is done by Alan Yu. Alan was a top financial officer in the Taiwanese armed forces and found himself with a purchase order for parts for remote mind-control machines purchased from the US. He is crusading to inform the American public so they can stop the gross invasion of their "freedom of privacy and thoughts," as Alan puts it.
Victims who have not yet networked with anyone often post here and make contacts. They should be prepared for disparaging comments from lesser netters who think they're crazy or pranksters.
