Don't you think if it were that the press would have covered the passage of such a thing?  How about the Republicans using it against him politically?

The public service bill is the closest you an find to what you are talking about,  and it says NOTHING about a civilian army.

Finally, we are about fifty years too late to stop EIsenhower's military industrial complex.  What he was talking about was the defense industry, which got us into Vietnam, extended the Cold War and still has a bloated, over-inflated budget, more than ALL the militaries of the industrial world (even more than China).

He was NOT talking about a civilian defense force of doctors, engineers and attornies, as described by Obama.  There is no such proposal in the works, it is all rhetoric created by a fearfuil right wing, who has taken to making crap up about him on a daily basis to get people's ire up.  As has been mentioned, that kind of fear-mongering rhetorci is what is starting all this anti-government violence around the country lately.  The rhetotric is mean-spirited, false and hateful and it has to stop.
