I'd say that Pius was a pretty average pope. Naturally, the Vatican is trying to overinflate the few times he helped the Jews, but he wasn't an actual leader when it came to the plight of the Jewish people. And he also did sign an agreement with Hitler prior to the war.

He was a "politician," nothing more.
