If the universe were rotating then relative to what? A whole universe rotating is the same as a static universe. Relative to what?

The earth is rotating but relative to us it is static. The earth is travelling at great speed around the sun, but relative to us it is static.

The solar system is travelling at great speed from the centre of the galaxy but we don't see the sidewalk zoom away from our feet.

Relative to what?
