Plato's reference to Hephaestus and Athene as being the founders of
the ancient Athenian state calls for analysis.

If the account rendered by the OERA LINDA BOOK is correct, many of
the gods of ancient Greece were, as Donnelly contends, real people -
conquerors or colonizers from another land, but not necessarily, it would
seem, Atlantis.

As the Greek god-forms lend themselves so easily to identification with
major Jungian archtypes, we may look at it in another way: Hephaestus
was essentially a god of craftsmen, or divine artificer, and Athene a
warrior goddess whose preference really lay in the execution of arts and
crafts, such as weaving. 

Could the myth, therefore, be telling us that ancient Athens was founded
by people who were skilled smiths, artisans, weavers, agriculturalists and
so forth, whose skills stood out against the stark simplicity of a people
who were shepherds, goatherds and country folk?
